A Study on the Environments of North Korea’s Retail Market and the Ways of South-North Korea’s Cooperation
북한은 오랜 국제적 고립을 종식하고 경제개발을 통해 정상국가로 전환하길 바라고 있다. 북 한이 정상국가가 된다는 것은 한반도의 평화는 물론 동북아 정세의 안정이 달성되는 것을 의 미하기도 한다. 현재 북한의 경제여건은 북한 스스로 정상국가가 되기엔 많은 어려움이 있고, 대외협력이 반 드시 필요하다는 것을 보여주고 있다. 북한과의 경제협력은 한국에도 많은 기회가 될 것이고, 이미 많은 분야에서 남북경협에 관한 연구와 준비가 이루어지고 있다. 자료에 의하면, 북한은 이미 시장시스템이 경제를 지배하는 국가가 되었다. 다만, 유통산업이 작동하는데 필요한 다양한 인프라가 매우 취약한 것으로 평가되었다. 따라서, 유통부문에서도 남북경협이 필요한 시점에 있다. 남북간의 경제협력의 여건과 마찬가지로, 유통분야에서의 남북경협에도 국제사회의 제재는 풀어야 할 첫 번째 과제가 된다. 그리고 알다시피 국제제재 자체는 한국정부의 의사결정 밖에 있는 것이다. 그럼에도 불구하고 남북경협은 준비되어야 한다. 그리고 그 방안은 다음과 같이 요약할 수 있다. 유통분야에서의 남북경협 실천방안으로는 세계 여러 나라와 국제기구들이 한반도의 일에 개 입하고 투자하도록 여건을 만드는 것이다. 이를 통해 한반도에서의 위험과 불확실성은 감소될 것이다. 두 번째는 한국정부와 공공부문, 즉 제 3섹터가 경제적 정상국가로 북한이 작동할 수 있도록 인프라에 투자하는 것이다. 그리고 마지막 단계에서 한국의 민간 기업이 경협에 참여하도록 단계적으로 추진하는 것이 바람직할 것으로 보인다.

북한 유통시장의 환경과 남북 유통협력 방안에 관한 연구
Purpose : This study, titled ‘A Study on the Environments of North Korea’s Retail Market and the Ways of South-North Korea's Cooperation’ was conducted to learn about North Korea’s current conditions of retail market to prepare the South-North Koreas’ economic cooperations in the future. Research design, data, methodology : Due to difficulty to collect primary data of North Korea, the study was designed as a descriptive study with existing secondary data. Results : According to the latest stats and references, market economy is the main economic system in North Korea. But, the lack of infrastructures for operate distribution industry, like delivery and logistics, payment systems, ICTs, credit card penetrations, etc, are make some troubles to achieve well operated market economy. Current conditions of distribution businesses in Norht Korea could be improved by South-North Koreas’ cooperation in this field. Like conditions of South-North Koreas’ economic cooperation, for the South-North cooperation for distribution industry, the first hurdle to overcome is the international sanctions. And, as all known, Korean government can not make any decision for them. Conclusions : North Korea now intends to be a normal nation by ending of international isolation and by stimulating economic development. But, under the current economic conditions, North Korea has to overcome much difficulties those caused by international surroundings to reach a normal nation. Economic cooperation with North Korea will produce economic and non economic opportunities to South Korea.
